From Aid to Development Effectiveness

• First part explains the conceptual framework and terminology of foreign aid, development and official development assistance (ODA); examines different categories and purposes of aid; outlines Millennium Development Goals and 2030 Agenda for Sustainable Development (17 goals); overviews the developmental stakeholders, both aid recipients and providers; describes institutional landscape of developmental actors and their types and roles; introduces the term of development effectiveness (its meaning and function) and traces the evolution of development effectiveness from Monterrey Consensus (2002) to Busan Partnership for Effective Development Co-operation (2011).

• Second unit covers the relations between donors and recipient in the light of development effectiveness illustrated with the case studies from development projects in Africa, Asia, and South America. It further explains conditions for foreign aid to work, and analyses what makes aid ineffective (main obstacles); further this part covers detailed presentation of the following documents and initiatives: Paris Declaration on Aid Effectiveness (2005) and its five main principles (Ownership, Alignment, Harmonisation, Managing for results, Mutual accountability), the Accra Agenda for Action (2008), Fourth High-Level Forum on Aid Effectiveness in Busan (2011), Global Partnership for Effective Development Co-operation, the International Initiative for Impact Evaluation.

• Third teaching block focuses on presenting variety of approaches to development effectiveness by the OECD Development Assistance Committee (DAC), United Nations Development Programme (UNDP), World Bank, International Monetary Fund (IMF), European Development Fund (EDF), and selected multilateral (e.g. African Development Bank, Asian Development Bank, Inter-American Development Bank) and selected state-run developmental agencies (e.g. Canadian International Development Agency, Norwegian Agency for Development Cooperation, United States Agency for International Development). It aims to explain the role and functioning of The DAC Evaluation Network and the UN Evaluation Group (UNEG) in assessing effectiveness of multilateral organizations. This unit also analyses DAC evaluation criteria (relevance, effectiveness, efficiency, impact and sustainability.

• Fourth module aims to lay out the importance of development results in evidence-based policymaking. It describes the stages of results management (planning, budgeting, implementation, monitoring, and evaluation). Moreover, it explains the components of so-called result chain (inputs, activities, outputs, outcomes, impacts). It presents the main challenges in result management. It is also dedicated to expounding how effectiveness is being evaluated including the applied methodology and available instruments. Last module also includes discussion about the future of development effectiveness and impact evaluation.
